I have a Note 10+ and it works for me. have you tried swiping the period button to the right to trigger the question mark?

There IS a 10-key number pad triggered by the 123 button on the bottom left. are you wanting the other math symbols to be removed from that so it's ONLY numbers?

Try changing your theme, most premade keyboard themes have the special characters. If you made a custom keyboard, you have to make sure to turn symbols on. Once enabled, you should see the accents:
