Why can't I find the Bing Search Feature?

today I've updated SwiftKey for Android for the second time since I read about Bing search but can't find or enable it. it works on another Android phone!

Canada
France
Germany
Australia
Japan
Brazil
India
Italy
Spain
Does one of those phones have a SIM and the other not? Try switching away from SK and then back to it on the device that doesn't show this feature.
