Add custom keyboard layout / propose new layout

Hello!

SwiftKey is my keyboard of choice for my Samsung S20 phone. I recently started using Dex in parts of my day job, and as a programmer I use Vim and have my finger muscle memory quite settled for Norwegian Dvorak. Unfortunately I can only find English Dvorak available as a choice in SwiftKey, but on both OSX and Linux are Norwegian Dvorak available as default (and easy to install on Windows), would this be possible to add to SwiftKey as well? 

Not having my usual keyboard layout available in Dex makes it much harder to adopt it even more in my day job. My ultimate goal is to completely remove the need for a personal computer, and only use my phone for my programming job. To do this I need keyboard layout I know. 

I am willing to contribute quite a lot of effort to make this possible, if it is something I could add myself. There are many open source repositories with the layout already specified in Xml and other layout formats: https://www.google.com/search?q=Norwegian+dvorak+github
