This is the correct symbol. You can find it in Arabic 123 original if you long press the key beside the delete key. This is the correct symbol "ـ". It is different than this "_".

Also the new layout have a glitch in this Tashkeel “ـ”, it is not continuous with the pervious letter. I agree with you.
